SD-12.5 — Custody & Safekeeping Oversight

Purpose
Oversees the safekeeping of the institution’s assets at custodians, depositories and other asset-holding agents — confirming that what the custodian holds matches what the firm believes it owns, controlling the safekeeping accounts, and managing the operational interaction with the custodian and, where one is appointed, the depositary. The firm rarely holds its own assets; they sit with a custodian. SD-12.5 is the capability that oversees that arrangement at the asset level. It exists because custody is an asset-safety control, not a clerical one — the firm must independently know its assets are there, correctly recorded and unencumbered. It is not trade settlement — that is SD-12.4, which processes the event that moves assets in and out — and it is not the commercial management of the custodian as a vendor — that is SD-17.8. SD-12.5 watches the assets; SD-17.8 manages the contract.
Service Operations
- Custodian-holdings oversight — confirm that the custodian’s record of holdings matches the firm’s book, asset by asset and account by account, as the front line of asset-safety assurance.
- Safekeeping-account control — maintain and control the custody and safekeeping account structure: account opening and closing, the mapping of portfolios to accounts, and the access and authority over them.
- Depositary interaction — where a depositary is appointed (as fund regulation requires for certain vehicles), manage the operational interface with it — the asset-verification, cash-monitoring and oversight functions a depositary performs.
- Asset-segregation verification — verify that the firm’s assets are segregated from the custodian’s own and from other clients’, and held in the correct (often client-designated) account structure.
- Sub-custodian and network oversight — oversee the sub-custodian network the global custodian uses in local markets, where the firm holds assets across jurisdictions.
- Custody-event support — support the asset-level handling of custody-network events — account transitions, market openings, custodian changes — and the safekeeping side of a custodian transition.
- Holdings-statement validation — validate the periodic holdings and activity statements the custodian issues, the source records reconciliation and reporting draw on.

E-25 is key-partitioned and co-equal: SD-12.5 owns the safekeeping side, SD-11.7 Bank Account & Mandate Administration owns theaccount_type = cashside, and SD-15.4 Distribution Strategy & Channel Management owns theaccount_type = registerside (fund-register / nominee accounts); it is one shared account master. The custodian, sub-custodian and depositary remain roles of E-01 Legal Entity (owned by SD-13.2); the holding is owned by the book-of-record domains.
Standards
- ISO 20022 / ISO 15022 — the messaging standards custodian holdings and activity statements are delivered on (the ISO 15022 MT535 holdings statement, MT536 / MT537 statements of transactions and pending transactions, and their ISO 20022 successors).
- Depositary regulation — the EU AIFMD and UCITS depositary regimes (and equivalent regimes elsewhere) define the depositary’s asset-verification and oversight duties this Service Domain interfaces with.
- Custody operates within the same asset-segregation and client-asset-protection rules — local client-asset regimes — that govern how a custodian must hold client property.
