SD-09.4 — Benchmark Management

Purpose
Selects, constructs and maintains the benchmarks portfolios are measured against. A return figure is meaningless without a comparator; Benchmark Management is the capability that decides and maintains the comparator. It is the judgement and administration side of benchmarks — which benchmark fits which mandate, how a custom or blended benchmark is built, keeping the assignment current — distinct from SD-13.5 Benchmark & Index Data Management, which holds and maintains the benchmark as a data asset.
The investment-performance body of knowledge folds benchmark analysis into attribution and appraisal; OpenIM keeps Benchmark Management a Service Domain in its own right because benchmark administration — selection, blended construction, assignment, rebalancing governance — is a distinct operational responsibility with its own ownership, separate from the analytics that consume benchmarks.
Service Operations
- Benchmark selection — choose the appropriate benchmark for a portfolio or mandate, given its asset class, strategy and objective.
- Custom and blended benchmark construction — build a composite benchmark from weighted constituents where no single index fits the mandate.
- Policy-benchmark construction — build and govern the total-fund policy benchmark that expresses the strategic asset allocation; a governance artefact, board-approved, distinct from a general blended benchmark.
- Benchmark assignment — attach a benchmark to a portfolio and maintain that assignment as mandates change.
- Benchmark rebalancing governance — define the rebalancing rule for a custom benchmark and oversee its application.
- Benchmark appropriateness review — periodically test whether an assigned benchmark still fits the portfolio it measures, against the recognised validity criteria (Bailey’s SAMURAI tests — specified, appropriate, measurable, unambiguous, reflective of current investment opinion, accountable, investable).
Inputs and outputs
- Inputs: portfolio and mandate definitions (E-03); the benchmark and index data asset (E-10, maintained by SD-13.5); the strategic asset allocation (SD-01.4) for the policy benchmark.
- Outputs: the benchmark assigned to each portfolio, and the definition of any custom or blended benchmark — consumed by SD-09.1 (benchmark-relative return), SD-09.2 (attribution), SD-09.3 (appraisal), and SD-01 (the policy benchmark).
Entities
- Consumes: E-10 Benchmark / Index, E-03 Portfolio / Mandate, E-09 Asset Class; the SD-01.4 strategic asset allocation; the SD-13.5 benchmark and index data asset.
- Owns: none directly — the benchmark data asset (E-10) is owned by SD-13.5. SD-09.4 owns the decision (which benchmark, the custom-benchmark definition); SD-13.5 owns the data. A custom benchmark SD-09.4 constructs becomes an E-10 record that SD-13.5 then maintains.

- GIPS — GIPS requires a benchmark be defined for each composite and that benchmark choice be disclosed; benchmark appropriateness is a GIPS consideration governed with SD-09.6.
