SD-11.7 — Bank Account & Mandate Administration

Business Domain: BD-11 Treasury, Cash & Collateral (Middle office) · Applies: BOTH

Purpose

Administers the bank accounts, signatory mandates and bank relationships through which the funds’ and portfolios’ cash moves. SD-11.7 owns the account structure — opening and closing accounts, mapping portfolios and funds to accounts, maintaining the signatory mandates and the authority over each account, and administering the standing settlement instructions and payment rails. It is the infrastructure layer beneath SD-11.1’s cash management. It is not custodian-asset or custodian-cash oversight — that is SD-12.5 Custody & Safekeeping Oversight — and it is not cash reconciliation — that is SD-12.10; SD-11.7 administers the accounts, operations oversees and reconciles what flows through them.

Service Operations

  • Open and close bank accounts — manage the lifecycle of the bank accounts the funds and portfolios use.
  • Maintain the account structure — map portfolios, funds and mandates to accounts, and keep the account hierarchy current.
  • Administer signatory mandates — maintain the signatories and the authority and approval limits over each account.
  • Administer standing settlement instructions — keep the standing settlement instructions and payment-rail details current and correct.
  • Manage bank relationships — administer the operational relationship with the account-holding banks.

Inputs and outputs

  • Inputs: new-fund and new-mandate onboarding; bank documentation; the account-structure detail from SD-12.5; signatory and authority changes.
  • Outputs: the bank-account structure, signatory mandates and standing settlement instructions — consumed by SD-11.1 Cash Management, SD-12.4 Trade Settlement, SD-12.10 Reconciliation and SD-12.5 Custody & Safekeeping Oversight.

Entities

  • Consumes: E-03 Portfolio / Mandate, E-01 Legal Entity (the account-holding banks); the SD-12.5 account-structure detail.
  • Owns: E-25 Account for the account_type = cash partition — the bank / cash account structure and its signatory mandates. E-25 is key-partitioned and co-equal: SD-11.7 owns the cash side, SD-12.5 Custody & Safekeeping Oversight owns the account_type = safekeeping side, and SD-15.4 Distribution Strategy & Channel Management owns the account_type = register side (fund-register / nominee accounts); it is one shared account master.

Standards

  • ISO 20022 account and cash messaging; SWIFT standing-settlement-instruction conventions.
  • The bank-account-management practice the treasury-management systems encode.

Open extensions

  • The signatory-mandate model on E-25 as its own structure — the authority matrix and its approval workflow.
  • The Service-Operation-level input/output contracts.
