SD-01.12 — Funding & Spending Policy Management

Purpose
Governs the policy by which capital flows into and out of the fund — the rule that sets the size of the pool BD-01’s allocation is exercised over. For a DB pension this is the contribution policy, the funding strategy and the recovery plan; for an endowment or foundation it is the spending rule — constant-growth, moving-average or hybrid; for a sovereign wealth fund it is the governed inflow and withdrawal rule. SD-01.12 also manages the ongoing relationship with the party that sets those flows — the plan sponsor, the endowed institution, the state — because the funding and spending policy is negotiated and reviewed with the sponsor, not set unilaterally by the investment function.
This is an asset-owner capability — it has no asset-manager analogue, because a manager never funds itself or sets its own spending rule. It is distinct from SD-01.2 Investment Mandate & Policy Definition: SD-01.2 codifies what a pool of capital is run to — objectives, risk appetite, constraints — at a point in time; SD-01.12 governs how much capital flows in and out, on what governed rule. The funding level and spending rule it produces are inputs to allocation: SD-01.4 Strategic Asset Allocation sizes the return objective against the spending draw or the funding gap, and SD-01.11 Liquidity Strategy & Tiering plans for the cash the policy obliges. It is core for pension funds, sovereign wealth funds and endowment-style asset owners, partial for an insurer, and dormant for an asset manager, wealth manager or hedge fund. Where an asset owner delegates to an OCIO or fiduciary manager, SD-01.12 is one of the Service Domains the OCIO operates on the client’s behalf — covenant monitoring in particular is commonly delegated; the OCIO’s authority to do so is set by the inbound-delegated mandate codified in SD-01.2, and SD-01.12 remains the owner of the funding and spending policy.
Service Operations
- Set and review the funding policy — for a DB pension, the contribution schedule, the funding target and the recovery plan that closes a deficit over a governed horizon.
- Set and review the spending or withdrawal rule — for an endowment, foundation or sovereign fund, the spending rule (constant-growth, moving-average, hybrid) or the governed inflow and withdrawal rule, and the periodic recalibration of its rate.
- Monitor the sponsor covenant and relationship — assess the employer covenant standing behind a DB pension, and manage the wider sponsor relationship — the state, the plan sponsor, the endowed institution — through which funding and spending are agreed.
- Operate the funding-and-spending governance cycle — run the periodic review at which the funding level is struck, the spending rate is set and the policy is re-agreed with the sponsor and the governing bodies.
- Feed the funding level and spending rule to allocation and liquidity — pass the funded status, the contribution or spending draw and the recovery horizon to SD-01.4 and SD-01.11 as binding inputs to the allocation and liquidity decisions.

- Inputs: the actuarial valuation and funded status; the liability profile and benefit projections; the sponsor’s financial standing and covenant assessment; the endowed institution’s spending need or the sovereign fund’s inflow and withdrawal mandate; the regulatory funding regime.
- Outputs: the funding policy, the spending or withdrawal rule, the recovery plan and the covenant assessment — consumed by SD-01.4 (the return objective and funding gap), SD-01.11 (the cash obligation to be funded), SD-16.1 Corporate & Fund Governance (policy approval) and SD-16.2 Owner & Investor Reporting (the funded-status and policy outcomes reported to the sponsor).
