SD-04.11 — Development & Construction Management

Purpose
Manages the build phase of a greenfield infrastructure project or a development real-estate asset — the phase between closing and operations. For a brownfield acquisition the deal chain runs straight from closing into the operating phase; for a greenfield or development asset there is a build first, and that build is the value-creation engine — the asset does not yet exist or generate cash. This Service Domain owns the build: it takes a closed development opportunity and delivers a commissioned, operating asset to SD-04.10.
Service Operations
- Assemble the site and secure permitting — site assembly, planning consent, environmental permits and the regulatory approvals the build requires.
- Procure and contract construction — procure the construction works, negotiate the engineering-procurement-construction or equivalent contracts, and appoint contractors.
- Manage construction delivery — oversee construction against budget, schedule and specification.
- Manage construction risk — manage cost overrun, delay, contractor default and the other build-phase risks.
- Manage the development capex draw-down — draw and deploy the development capital against construction milestones.
- Commission the asset — complete, test and commission the asset, and hand it over to operations (SD-04.10).
Inputs and outputs
- Inputs: the closed development opportunity (SD-04.6); the development plan, the planning and permitting framework, the construction contracts.
- Outputs: the commissioned, operating asset — handed to SD-04.10 Direct Real-Asset Management — and the development capex record, feeding BD-09 Performance & Analytics and BD-12.

- Consumes: Direct Real Asset (RA-01); the SD-04.6 closed development opportunity.
- Owns: the Development Project (RA-04) — SD-04.11 is its authoritative source for the build phase.

- Construction-contract conventions — the engineering-procurement-construction contract, build-operate-transfer and design-build-finance-operate structures; project-finance draw-down discipline. No single external standard governs development management.
